Susan Houghton, Ph.D.
Susan Houghton, Ph.D., is a senior scientist for health policy for AHP’s Center for Research and Evaluation. Dr. Houghton has 25 years of experience as a consultant and researcher in applied health services and health policy research and analysis; alcohol and other drug use research, prevention, and systems of care; population and public health; information technology; and design and implementation of quality improvement, organization development and systems change programs, capacity building, and technical assistance (TA). Her work has focused on applying research techniques and evidence to improve programs and practice, and applications of systems theory to create organizational change and improved performance. Her content expertise centers on substance use issues, health and behavioral health service organization and delivery, primary care, public health, chronic disease, behavioral health and primary care integration, accountable care and payment innovation, and population health. Dr. Houghton has a special interest in assessing effectiveness and improving consumer/provider communication and engagement. She has extensive experience in using data to improve quality in technology, software engineering, and health care. Dr. Houghton is qualified in several formal data-driven quality improvement methodologies and holds a Lean Six Sigma Green Belt certification. Dr. Houghton has special expertise in data aggregation and analytics; survey, interview, and site visit methodologies; methods of behavioral economics and implementation research; and community-based participatory methods, including community health needs assessment and capacity building.
