Terri Tobin, Ph.D.

Director, Center for Research and Evaluation
Terri Tobin, Ph.D., is the director of AHP’s Center for Research and Evaluation. In addition to managing and building AHP’s research and evaluation portfolio, Dr. Tobin has 20 years of combined experience in designing and leading evaluation and research activities, including national evaluations; single- and multi-site studies; quantitative and qualitative methods and analysis; survey design; collection and reporting of Government Performance and Results Act (GPRA) and other outcome, process, and performance data; secondary data analysis of large state and national data sets; evaluation technical assistance (TA); and preparing and presenting oral and written reports. A skilled social scientist and manager, she has led numerous evaluations and projects focused on homelessness and housing, implementation science, substance use disorders, older adults, serious mental illness, and co-occurring mental and substance use disorders. 
 
Dr. Tobin offers exceptional project management skills, having led activities for federal (Administration for Children and Families [ACF], Health Resources and Services Administration [HRSA], Substance Abuse and Mental Health Services Administration [SAMHSA], National Institute of Justice [NIJ], U.S. Department of Veterans Affairs [VA]) and state agencies (Department of Children and Families, Department of Public Health, Department of Housing and Community Development, and Boston Public Health Commission).
