Support and Strengthen

Throughout the procurement and post-award, AHP provides hands-on programmatic and fiscal technical assistance. We support program design, startup, compliance, quality improvement, and operational strengthening to maximize grantee and agency success. We are also available to support agencies in communicating programmatic success publicly, to other government bodies, and to stakeholders as needed.

Evaluate and Share

We track outcomes and communicate impact through internally and externally facing dashboards, reports, and quantitative and qualitative (e.g., case studies) data-driven storytelling. Evaluation findings are used to support continuous quality improvement, public, funder and legislative reporting, and future funding decisions. Our digital platform supports invoicing, reporting, and quality assurance measures while data is collected.

Fund Mapping and Budget Design

We support states in translating policy goals and funding mandates into coherent, executable funding strategies. Behavioral Health Talent Assessment

AHP conducted a statewide behavioral health workforce talent assessment, to inform long-term talent development strategies. Using surveys, interviews, focus groups, and predictive analytics, we identified workforce gaps, regional disparities, and barriers affecting rural and underrepresented communities. Findings were presented to state leadership and public stakeholders and directly informed the creation of a new statewide council charged with advancing workforce solutions.

Mobile Crisis Peer Workforce Development

AHP provides project management and technical assistance to strengthen Delaware’s mobile crisis peer workforce. Our work included a needs assessment, stakeholder coordination, and development of functional job descriptions, and career ladders aligned with training and career outcomes. These efforts supported clearer role definition, improved workforce integration, and stronger alignment across the state’s mobile crisis system.

Opioid Settlement Fund Assessment and Implementation Planning

AHP supported the Town of Bourne in translating opioid settlement policy intent into a clear, community-informed implementation roadmap. We designed and executed a mixed-methods assessment which combined data from both surveys and stakeholder interviews of seasonal, permanent, and non-Bourne residents to inform data-driven insights and strategy with the Town’s Opioid Settlement Advisory Group through facilitated planning sessions. Our analysis aligned community priorities with allowable uses under settlement agreements, resulting in a data-driven, implementable strategy that balanced compliance, equity, and local impacts.

Wellness for Illinois (W4IL)

During the COVID-19 public health emergency, AHP rapidly implemented a multi-pronged workforce wellness initiative supporting behavioral health first responders statewide. Deliverables included a digital Center for Wellbeing at Work, peer mutual aid groups, leadership learning collaboratives, and train-the-trainer models. Together, these supports strengthened managerial capacity, promoted staff wellbeing, and embedded sustainable wellness practices beyond the grant period.

Illinois Opioid Settlement Administration (RCCA)

As Illinois’s Regional Care Coordination Agency, AHP provides end-to-end IPFM for statewide opioid settlement funds. Over the first two years of the project, we have designed and administered 17 NOFOs, encumbering close to $60 Million dollars. We also evaluate and score applications, manage contracting and disbursements, and maintain a public-facing funding dashboard – Illinois Opioid Settlements Information. AHP also convenes seven regional opioid advisory coalitions to align investments with the Illinois Overdose Action Plan, ensuring equitable, compliant, and data-informed allocation of funds.

Behavioral Health Bridge Housing (BHBH) Program Administration

AHP provides integrated program and funds management for California’s Behavioral Health Bridge Housing (BHBH) Program, Dashboards – Behavioral Health Bridge Housing, a more than $1 billion, five-year initiative supporting counties and Tribal entities in addressing unsheltered homelessness among individuals with serious behavioral health conditions. In this role, AHP partnered closely with DHCS to operationalize an innovative funding model in a new policy domain, behavioral health–led housing, helping the state to translate emerging concepts into executable program structures. AHP supported program design, implementation guidance, and technical assistance across a wide range of interim housing models, including tiny homes, interim and assisted living settings, and rental assistance approaches, paired with behavioral health and supportive services. Through this work, AHP helped DHCS build institutional knowledge and implementation capacity around bridge housing strategies, informing subsequent housing, homelessness, and behavioral health initiatives across California while enabling rapid, compliant deployment of funds statewide.

California 988 Suicide & Crisis Lifeline Network

AHP serves as the administrative entity for California’s statewide 988 network, supporting DHCS with 11 local crisis centers. We manage subawards, ensure compliance with state standards, and implement statewide communications and referral strategies as well as providing regular, robust training and technical assistance for crisis providers statewide. AHP supports California’s implementation of the Tribal Engagement Plan to expand responsiveness of 988 services and access to these services among indigenous communities. We track and report state KPIs and ROI metrics using partially automated data pipelines to clean and analyze call center and statewide data. Our work leverages technical and training expertise to strengthen systems coordination and to ensure consistent quality, access, and accountability across California’s crisis response continuum.

Behavioral Health Continuum Infrastructure Program (BHCIP)

AHP administers multiple rounds of California’s BHCIP grants totaling over $60 million of funding – Behavioral Health Continuum Infrastructure Program, supporting application design, review, contracting, disbursement, and reporting. Nearly all of California’s 58 counties, and numerous Tribes/Tribal entities have received awards under this program. AHP also provides targeted technical assistance and develops standardized agreements addressing county and municipal needs, enabling large-scale, compliant deployment of infrastructure funding.

National CCBHC Expansion Cross-Site Evaluation

AHP leads the national cross-site evaluation of the CCBHC Expansion program, assessing implementation fidelity, system transformation, and patient-level outcomes across 298 diverse clinics nationwide. Our work integrates longitudinal grantee surveys, clinic- and system-level quality measures, and structured interviews with grantees, federal staff, and advocacy stakeholders. AHP analyzes alignment with certification criteria, sustainability planning, and variation in implementation across state and local contexts, translating findings into actionable insights for SAMHSA, Congress, and the field. Evaluation products support continuous quality improvement, inform federal oversight and funding decisions, and advance evidence on scalable models for access to comprehensive, community-based behavioral health care.

Building Resilient Futures – Feasibility & Predictive Analysis

AHP served as the analytic backbone for the Building Resilient Futures feasibility, environmental scan, and gap analysis study for three integrated BH nonprofit with focus on a therapeutic workplace training program. We leveraged a population survey in conjunction with predictive analytics to identify gaps amongst the populations in key target areas. An impact and ROI study was also performed in conjunction with BRF budget data to predict future ROI. Statistical techniques were used to model odds each factor contributed to key outcomes odds modeling, subgroup comparisons, and linguistic analysis through natural language processes. Findings were translated to inform short-term and long-term strategic decisions to move from concept to evidence-based program design with confidence in scalability and impact.

Illinois State Opioid Response (SOR) Process Evaluation

AHP designed and conducts process evaluations of multiple SOR-funded programs statewide, combining routine performance monitoring with qualitative and quantitative methods. We built a web-based monthly reporting approach documenting service reach, populations served, and county-level implementation. Evaluation activities include interviews, surveys, document review, and focus groups, and have informed learning collaboratives and course-corrections (including strategies to address turnover-driven delays) to strengthen implementation and outcomes.

MA DPH PIPBHC-States Pilot Project Evaluation

AHP leads a mixed-methods process and outcome evaluation of Massachusetts’s Promoting the Integration of Primary and Behavioral Health Care (PIPBHC)-States pilot across three community health center sites. We support data collection, quality assurance, analysis, and reporting tied to federal goals and integrated care outcomes. AHP also provides training/oversight for required data submission processes (including transitions to new federal reporting tools), generating actionable insights to strengthen and scale integrated behavioral and primary care models.
