Senior Scientist, R&E

Joanna Prout, Ph.D., is a senior scientist at Advocates for Human Potential (AHP). Dr. Prout has extensive experience in applied research and evaluation to improve access to effective healthcare and education. She served as a co-Principal Investigator on an effort funded by the Maryland Behavioral Health Administration to transform service systems to provide trauma-informed and equitable care. Dr. Prout has led the design and implementation of many state- and federally-funded evaluations including the Whole School, Whole Community, Whole Child (WSCC) Social Emotional Wellbeing Learning Collaborative, a project focused on supporting emotional wellbeing in schools funded by the CDC, two SAMHSA-funded Advancing Wellness and Resiliency in Education (AWARE) efforts to support schools in the state of Maryland, and for the National Center for Safe Supportive Schools, a national effort to create school systems that are trauma-informed and equitable. Dr. Prout also led the collection of client-level Government Performance and Results Act (GPRA) data for the state of Maryland for their State Opioid Response initiative.

Dr. Prout has expertise in program evaluation, quantitative and qualitative methods and analyses, and project management. She has published research on how to support leadership and members of the healthcare and education workforce to adopt best practices for equitable care. She co-led the evaluation workgroup for the Maryland Education and Behavioral Health Community of Practice and chaired the Metrics and Assessment workgroup of the Maryland Trauma Informed Care Commission. She currently serves on the board of Eastern Evaluation Research Society. Dr. Prout received her Ph.D. in psychology from West Virginia University.
