AHP Launches Duty First Capital: Expanding Impact Through New Subsidiary
AHP is excited to announce the establishment of Duty First Capital (DFC), an independent subsidiary company led by Administrative Services Entity (ASE) Vice President Daniel Collings. DFC will focus on managing grant funds, projects centered on veteran issues, and work related to disaster recovery, green energy, and other important social issues.
We have accomplished what we set out to do with ASE. Now, we’re ready to look at new opportunities and make connections in parallel spaces to AHP’s foundation in behavioral health.

Mr. Collings joined AHP in 2022 to help build ASE from the ground up. Since then, ASE has grown into a high-functioning team with six divisions and has successfully moved hundreds of millions of dollars in grant funding for clients.
DFC will operate out of AHP’s new Tampa office. AHP’s ASE will continue managing grant funds for behavioral health-oriented projects. DFC will focus on non-behavioral health markets. This structure allows AHP to stay strategically focused on behavioral health while capturing adjacent markets with DFC. With this change, Deputy Director of ASE, Valerie Everett, will move into the interim director role. “We are excited to see how Duty First Capital grows and are pleased that Dan will assume leadership,” says President and CEO Noah Shifman. “Many thanks to Dan for his leadership and dedication to AHP.”
