Native American communities throughout the United States navigate distinct challenges shaped by historical trauma and limited access to essential resources.
From forced displacement and assimilation to cultural disruption, the intergenerational trauma faced by Indigenous populations in the United States has resulted in elevated rates of behavioral health challenges—from mental health and substance use disorders, to housing instability, homelessness, workforce challenges, and other wellness concerns.
AHP is committed to working in unison with Tribal communities to support informed behavioral health systems transformation by centering cultural sensitivity, Tribal sovereignty, and lived experience alongside powerful, data-driven solutions. We understand that the needs and strengths of each Nation and community are unique and therefore require unique solutions.

Our team of Tribal experts ensures each initiative is deeply informed by cultural understanding and tailored to the unique needs and strengths of each Nation. Our expertise includes enrolled members and individuals with heritage from federally recognized Tribes and First Nations, bringing invaluable lived experience.
Our Tribal experts are equipped with extensive and diverse experience cultivated through years of dedicated work with Indigenous communities. Their expertise spans critical domains, including behavioral health, early learning, and education at the Tribal, state, and federal levels, as well as specialized areas like Tribal youth suicide prevention, substance use disorder initiatives, career and workforce development, and essential housing support for Tribal populations.
Our team also brings significant expertise in strategic planning facilitation, operational strategy development, and comprehensive program and project management, supporting Tribal governments in aligning resources, driving outcomes, and building sustainable systems that honor sovereignty and community vision.

Work Supporting Tribal-Led Initiatives
Behavioral Health Continuum Infrastructure Program (BHCIP)
BHCIP is an important initiative that is addressing California’s behavioral health crisis by strengthening and expanding the state’s behavioral health infrastructure, to ultimately better serve individuals with mental health and/or substance use disorders. The Department of Health Care Services (DHCS) is awarding BHCIP funding through multiple rounds, and AHP serves as the administrative entity. BHCIP has maintained a specific focus on funding for Tribal entities throughout the rounds.
Crisis Care Mobile Units (CCMU)
BHCIP funding from the California Department of Health Care Services (DHCS) supported Tribal entities in expanding access to crisis and non-crisis behavioral health care by providing infrastructure funds for vehicles and related expenses. AHP, the programs administrative entity, helped award and oversee this funding, benefiting twenty-three Tribes and Tribal organizations and enhancing their mobile behavioral health services.
Behavioral Health Bridge Housing Program (BHBH)
Behavioral Health Bridge Housing (BHBH): Tribes and Tribal organizations were awarded funding to support the operation of bridge housing settings in California. This initiative aims to address the immediate housing needs of individuals in tribal communities who are experiencing homelessness and living with serious behavioral health conditions.
988 Suicide and Crisis Lifeline
This project is launching a Tribal Engagement Plan is to guide engagement between among Department of Health Care Services (DHCS), the California 988 Network Administrative Entity, California 988 Crisis Centers, tribes, and tribal partners to support successful implementation of the 988 Suicide & Crisis Lifeline within California s tribes and tribal partners.
CA Hub and Spoke System State Opioid Response IV (H&SS SOR IV) Project:
This project is supported by the California’s State Opioid Response (SOR) IV grant program funded by the California Department of Health Care Services (DHCS). This grant was provided to DHCS by the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA). The SOR IV grant supports the DHCS Opioid Response Project, which aims to address the opioid and stimulant use disorder (StUD) crises by improving access to treatment, reducing unmet treatment needs, and reducing opioid and stimulant-related overdose deaths through the provision of prevention, treatment, harm reduction, and recovery service activities. Notably, several Tribes and Tribal organizations have received H&SS SOR IV funds to enhance access to and utilization of MAT and evidence-based SUD treatment services in their communities and to benefit from training and technical assistance to improve their evidence-based programming.
Medi-Cal Mobile Crisis Training and Technical Assistance (M-TAC):
The initiative supports California counties with implementing the Medi-Cal Crisis Response Services Benefit. In a collaborative effort, AHP supports cultural competency guidance, training, and resources for California s urban and rural Indigenous populations.
Providing Access and Transforming Health (PATH):
As a vendor for the CalAIM PATH technical assistance marketplace, AHP offers Off-the-Shelf projects that are ready to go technical assistance offerings packaged for convenient, efficient delivery, along with Hands-On offerings that are customized technical assistance projects that can be tailored to meet the unique needs of tribal communities.
Wellness Recovery Action Plan (WRAP):
A prevention and wellness process that participants use to recover from a crisis or life challenge or simply find greater balance and stay well. With WRAP, community-based organizations can help identify and understand their personal wellness and develop an individualized plan to promote a return to wellness. A culturally adapted tribal WRAP is currently being developed for Indigenous communities nationwide.
Youth Opioid Response (YOR) 4:
The California YOR Project is funded by the State Opioid Response IV grant, awarded by the Substance Abuse and Mental Health Services Administration. This project is part of DHCS broader efforts to address SUDs, collectively known as California Opioid Response, to increase access to MOUDs, reduce unmet treatment needs, and reduce opioid overdose-related deaths through prevention, treatment, and recovery efforts. Administered by the California Institute for Behavioral Health Solutions (CIBHS) in collaboration with Advocates for Human Potential, Inc. (AHP), YOR CA prioritizes funding opportunities for Tribes and Tribal organizations.
