Criminal Justice Federal Projects
AHP has worked with hundreds of sheriffs’ offices across the United States as the U.S. Department of Justice’s Bureau of Justice Assistance (BJA) contracted training and technical assistance provider for its national jail initiatives, RSAT, and COSSUP. In this capacity, we have been able to develop effective TA to allow jails and jurisdictions of all sizes, facing myriad challenges, achieve their goals.

Massachusetts SUD Case Management, Recovery and Support Services
AHP administers a statewide program providing recovery support services to individuals with SUD. Services address social determinants of health that are critical to success upon release from incarceration, including basic needs (transportation, state IDs, cell phones, clothing), job readiness and employment training, sober housing, and peer supports.
Peer Reentry Navigators
Trained Jail Peer Navigators have proven to be essential to promote successful reentry into the community, and their roles are now widely recognized in recovery. AHP has and continues to support many sheriffs’ offices to bring this vital resource to their reentry programs.
Comprehensive Opioid, Stimulant, and Substance Use Program Training and Technical Assistance (COSSUP TTA)
Through this BJA-funded program, AHP and its partners provide direct TTA to jurisdictions and create products to support the establishment or enhancement of withdrawal management, treatment, and recovery services for pre- and post-trial populations.
Illinois Criminal Justice Workgroup Technical Assistance Project
In this Bureau of Justice Assistance (BJA)-funded project, AHP provided technical assistance on Medicaid expansion to Illinois corrections and behavioral healthcare agencies.
Jail Diversion and Trauma Recovery, Priority to Veterans
This SAMHSA-funded project was an evaluation of a national pilot program to provide trauma treatment in lieu of incarcerating justice-involved individuals, with a priority focus for veterans.
Women’s Reentry Services: Gender Responsive Strategies for Success
AHP works with jails to design and implement programs that specifically support women’s reentry success, identifying gender-responsive needs assessment tools and ensuring case management that is both trauma-informed and delivered in a relational context that promotes long-term engagement and ongoing recovery.
Adult Treatment Court Collaborative
This SAMHSA-funded project was an evaluation of a national pilot program to transform specialty courts into wider behavioral health treatment courts, addressing defendants with multiple needs.
Residential Substance Abuse Treatment Training and Technical Assistance (RSAT T&TA).
Through this BJA-funded program, AHP and partners provide training and technical assistance on emerging information and best practices to enhance treatment and continuity of care for adults and juvenile participates with SUD and co-occurring mental health disorders across the country.
Residential Substance Abuse Treatment (RSAT) Medication Assisted Treatment (MAT) Training Video
Based on the success of RSAT training videos, this BJA project produced a video highlighting RSAT MAT programs operating in several state prisons and local jails. The Office of National Drug Control Policy distributed the video to the head of corrections for all states and U.S. territories.
Residential Substance Abuse Treatment (RSAT) Aftercare Study
This National Institute of Justice, U.S. Justice Department-sponsored project is an evaluation of its jail and prison treatment program, specifically focused on aftercare planning and activities.
Statewide Drug Court Enhancement Project
AHP is supporting this Massachusetts Department of Public Health, Bureau of Substance Abuse Services project funded by the BJA, focused on expanding and enhancing drug court capabilities through the creation of a new Massachusetts Center of Excellence for Drug Courts.
Domestic Violence (DV) Training
AHP has provided training on DV intervention for the Department of Justice Office on Violence Against Women’s battered women justice program and for a variety of states, including Missouri, Ohio, and most recently, for judges, probation officers, and prosecutors in Hawaii.
