Transforming Behavioral Health in California

Advocates for Human Potential, Inc. (AHP) is the administrative entity for the Behavioral Health Continuum Infrastructure Program (BHCIP), managing the Round 1–8 requests for applications (RFAs) and funding disbursements within 30 days of receiving a complete request. The California Department of Health Care Services (DHCS) was authorized through 2021 legislation to award $2.2 billion in BHCIP competitive grants. In addition, AHP will help DHCS distribute roughly $4 billion in BHCIP grants under Proposition 1 bond funds.

For over 35 years, Advocates for Human Potential, Inc. (AHP) has been improving health and human services systems of care and business operations to help organizations and individuals reach their full potential. AHP has extensive experience in criminal justice and justice-involved populations, from conducting assessments to planning programs, and from implementation to evaluation.

CHALLENGE

AHP identified the need for RFAs and a system for vetting applications, communication with applicants and grantees regarding project requirements, and a secure, accountable approach to funding distribution and management for approved construction, acquisition, and expansion of behavioral health infrastructure in California. 

SOLUTION

In collaboration with the client, AHP developed a BHCIP administrative strategy and implementation team. AHP created and released round-specific RFAs, reviewed and followed up on applications, tracked and distributed funds, disseminated and enforced program requirements, provided real estate research and acquisition services, and oversaw various forms of success tracking, among other administrative services. AHP also developed and maintained crucial channels of communication to keep state and local officials, the public, and others informed of the ongoing progress, delays, and accomplishments of BHCIP grantees. 

RESULTS

AHP has successfully launched Rounds 1–5 of BHCIP, awarding funds to 130 projects as of April 2024. As projects complete, BHCIP grantees will increase the capacity of California’s behavioral health infrastructure to serve hundreds of thousands more individuals each year. AHP will continue distributing funds to the Round 6–8 grantees as the administrative entity for BHCIP, assisting with communications, milestone and success tracking, and results assessments to determine the impact of BHCIP on behavioral health in California.
