Tara Fischer, M.S.W., LICSW, is a senior program manager at Advocates for Human Potential (AHP). As a change agent, Ms. Fischer helps organizations and individuals thrive. She leads training, technical assistance, and consulting efforts at the intersection of behavioral healthcare and change management. Ms. Fischer has extensive experience designing, implementing, and monitoring behavioral healthcare service delivery improvement for states and local organizations. She assists organizations with building workforce competencies, strengthening business operations, and applying change management strategies that honor a company’s history while harmonizing the implementation of novel approaches to prevention, recovery, and treatment for individuals with complex social, medical, and behavioral health needs. Ms. Fischer’s extensive experience as a behavioral healthcare administrator, provider, clinician, and consultant spans multiple settings, including outpatient, residential, Medicaid managed care, state mental health authority, primary care, accountable care, and family-driven, youth-guided systems of care. She holds a Master of Social Work degree from Simmons University, is a Licensed Independent Clinical Social Worker (LICSW), and is certified in the Kotter Change Management model.
