Terri Tobin, Ph.D., is vice president of research and evaluation for Advocates for Human Potential (AHP). In addition to managing and building AHP’s research and evaluation portfolio, Dr. Tobin has 20 years of combined experience in designing and leading evaluation and research activities, including national evaluations; single- and multisite studies; quantitative and qualitative methods and analysis; survey design; collection and reporting of Government Performance and Results Act (GPRA) and other outcome, process, and performance data; secondary data analysis of large state and national data sets; evaluation technical assistance (TA); and preparing and presenting oral and written reports. A skilled social scientist and manager, Dr. Tobin has led numerous evaluations and projects focused on substance use disorders (SUDs), serious mental illness, co-occurring mental and substance use disorders, child welfare, and homelessness and housing. She offers exceptional project management skills, having led activities for federal agencies (Administration for Children and Families [ACF], Health Resources and Services Administration [HRSA], Substance Abuse and Mental Health Services Administration [SAMHSA], National Institute of Justice [NIJ], U.S. Department of Veterans Affairs [VA]) and state agencies (Department of Children and Families [DCF], Department of Public Health [DPH], Department of Housing and Community Development [DHCD], Boston Public Health Commission). Dr. Tobin received her Ph.D. from the University of Massachusetts Boston.
