ASE in Action
Behavioral Health Continuum Infrastructure Program (BHCIP), California Department of Health Care Services (DHCS)
AHP is the ASE for BHCIP, managing Rounds 1–8 RFAs and funding disbursements within 30 days of receiving a complete request. DHCS was authorized through 2021 legislation to award $2.2 billion in BHCIP competitive grants. In addition, AHP will help DHCS will distribute roughly $4 billion in BHCIP grants under Proposition 1 bond funds.
The California Hub and Spoke System (CA H&SS), California Department of Health Care Services Medication-Assisted Treatment (MAT) Expansion
AHP is the ASE for the State of California, supporting 86 Hubs and Spokes, managing financing questions, ensuring compliance with Substance Abuse and Mental Health Services Administration (SAMHSA) SOR funding allowances, supporting GPRA-related tasks, and coordinating tailored training and technical assistance (TTA).
California Youth Opioid Response (YOR California)
AHP works in partnership with the California Institute for Behavioral Health Solutions (CIBHS) to greatly expand youth access to a continuum of OUD prevention, intervention, MAT, and other treatment and recovery services. AHP managed the entire request for proposal (RFP) development, promotion, application, selection, and grantee management/liaison process for California.
Illinois Regional Care Coordination Agency (RCCA)
RCCA reaches and assists people with substance use disorder (SUD) and their families across Illinois, prioritizing designated areas of the state that are not currently receiving SUD services and those hardest hit by the opioid crisis. ASE collaborates with the RCCA to develop risk scoring, eligibility criteria, and other regulatory requirements. ASE also compiles data for monitoring, ensuring accuracy and completeness.
Massachusetts Access to Recovery (ATR)
AHP implements the full ATR program, designed for individuals with SUDs in the early stages of recovery. ASE duties include program management, creating community partnerships, developing job training programs, data collection, and reporting.
